It is responsible for executing the decisions of the Council of the European Commuriities (see below) but is otherwise independent of the Council. The Commission also has the power to take its own decisions and to propose legislative measures - regulations and directives - for enactment by the Council. Under many provisions of the Treaty the Council may legislate only on a proposal from the Commission. The Commission is supported by a Secretariat-General and by the Legal Service, which reports directly to the President of the Commission.

Differing approaches to that dilemma will become apparent from the analysis of cases in Part H.
