About the same time that GS(R) and Section D were established, a third organisation, a Department of Propaganda, was also set up, one of whose functions was to specialise in 'black' (or unattributable) propaganda to Europe. This was known as EH, after Electra House, its London headquarters. From the very beginning it became clear that sabotage and subversive activities raised difficult problems for other activities of the British government. These problems were never entirely resolved, and it is doubtful they could have been by the very nature of things.

By the summer of 1939 its studies bad concluded that if coordinated with regular operations, guerrilla operations could cause major diversions of enemy strength and thus significantly help the main regular forces. The Department of Propaganda, or EH, was headed by Campbell Stuart, a Canadian, who had worked with a similar organisation in the First World War. Its accomplishments in this period were undistinguished, and Stuart was pensioned off when the Department was merged with the other two to form SOE in the summer of 1940.

Both the Foreign Office, and the Ministry of Economic Warfare under the leadership of Hugh Dalton, a dynamic and ambitious man, put in claims for control. A lengthy and complicated behind-the-scenes struggle took place, and was eventually resolved on 11 July 1940 when it was decided by Churchill that Dalton should head the new organisation. 22 Dalton had lobbied hard for the position and had pleaded eloquently at a meeting in the Foreign Office on 1 July that subversive warfare was a matter better handled by civilians than by regular soldiers.
